- Vehicle Registration: Every motor vehicle in India must be registered with the RTO of the state in which it is purchased. Registration begins with a temporary RC (valid 30 days), after which a permanent RC is issued. The permanent RC is valid for 15 years for non-transport vehicles and 5 years for transport (commercial) vehicles. After expiry, the owner must apply for RC renewal. Under Section 39 of the Motor Vehicles Act, 1988, driving an unregistered vehicle on any public road is a legal offence. Penalties under the Motor Vehicles (Amendment) Act, 2019 extend up to ₹5,000 for a first violation.
- Driving Licence Issuance and Renewal: The RTO is the sole authority for issuing and renewing driving licences in India. The process involves a learner's licence test followed by a permanent DL test. A permanent driving licence is generally valid for 20 years or until the holder turns 50, whichever is earlier.
- Road Tax Collection: Road tax (also called Motor Vehicle Tax) is levied by individual states and collected by the RTO at the time of vehicle registration. Tax rates vary significantly by state, vehicle type, engine capacity, fuel type, and ex-showroom price. For commercial vehicles, quarterly or annual tax payments are also routed through the RTO.
- Vehicle Fitness Certificate: Commercial vehicles require a fitness certificate from the RTO to confirm that they meet roadworthiness standards specified under the MV Act. Private vehicles are not routinely subjected to fitness inspections but must comply with the standards at the time of RC renewal.

- Hypothecation Endorsement and Removal: When a vehicle is purchased with a loan, the lender's name is noted on the RC as a hypothecation. Once the loan is fully repaid, the owner must apply to the RTO for removal of the hypothecation endorsement. About Temporary and Permanent Vehicle Registration
Temporary registration is issued by the dealer at the time of vehicle delivery under Section 43 of the Motor Vehicles Act. It is valid for 30 days and allows the vehicle to be driven on public roads until permanent registration is completed. Temporary registration is also permissible when transporting a vehicle to another state for registration there.
